What is a professional licensure program?
A Professional Licensure Program (PLP) is an academic program offered by an institution of higher learning designed, marketed and/or advertised to meet the educational requirements for a specific license or certification required for employment in an occupation.
What is a professional licensure disclosure?
A professional licensure disclosure is a regulation of the U. S. Department of Education requiring all colleges and universities to communicate publicly and directly to prospective and current students about academic programs, whether offered face-to-face or online: (1) that will or will not fulfill educational requirements for specific professional licensure required for employment in that field; and (2) that meet or do not meet the education requirements for licensure for each state and U.S. territory.
Bethel University is a member of the National Council for State Authorization Reciprocity Agreements (NC-SARA) which allows us to provide distance learning programs (both online and in the form of supervised field experiences) and coursework to residents of states other than Minnesota. NC-SARA membership, however, does not grant reciprocity or exempt us from state professional licensing requirements. As a result, licensing and/or certification requirements in Minnesota may not be recognized as sufficient to obtain a license in other states.
The curricula for programs leading to licensure at Bethel University are designed to meet the licensure/certification requirements in the state of Minnesota and to prepare students to apply for licensure examinations and/or certification. Each state and territory may have different professional licensure and certification requirements. Examples of other licensure requirements include professional examinations, background checks, years of work experience, fingerprinting, etc. Students who intend to return or move to any state other than Minnesota need to review the professional licensure disclosures pertaining to their program and consult with the state professional licensing board. The state professional licensing boards make the ultimate decision as to whether or not an individual will be eligible to sit for licensure based on the rules and regulations in place at the time the individual submits their application for licensure.
Per the U.S. Department of Education regulation 34 CFR 668.43 (a) (5) (v), we are obligated to disclose whether or not Bethel programs will meet the educational requirements for professional licensure or certification in any of the US states or territories. The information below reflects, to the best of our knowledge, accurate information about each of our licensing programs.

In addition, U.S. Department of Education regulation 34 CFR §600.9(c)(1)(A-C) requires that institutions must develop a policy and process for determining the location of the student, including at the time of initial enrollment in a program and when there is any change of location as indicated by the formal receipt of information from the student.

The B.S. in Accounting and Finance degree at Bethel University is designed to help prepare students to seek careers in the field of Accounting. Bethel's degree meets the required credit hours (150 credits) for taking the Certified Public Accountant exam while gaining content knowledge to prepare for the exam and obtaining accounting and business-related credits typically required to become eligible for CPA licensure in must jurisdictions. Educational requirements for CPA licensure vary by state and each student's situation will be different depending on their educational history.

The Bachelor of Science in Nursing program is intended to prepare students to take the NCLEX licensure exam to become Registered Nurses. This program is accredited by the Commission on Collegiate Nursing Education and is approved by the Minnesota Board of Nursing. First time RN licensing is referred to as licensure by examination. Every state requires students to pass the National Council Licensure Examination (NCLEX-RN), after they have completed their registered nursing educational requirements. Minnesota is not currently a member of the[ Nurse Licensure Compact (NLC|https://www.ncsbn.org/compacts/nurse-licensure-compact.page]); however, many surrounding states are a part of NLC. Under the NLC, nurses can practice in other NLC states without having to obtain additional licenses.

The Master of Science in Nurse-Midwifery program is intended to prepare students to take the American Midwifery Certification Board Examination to become a Certified Nurse Midwife. This program is accredited by the Commission on Collegiate Nursing Education and the Accrediation Commission for Midwifery Education (ACME). It is also approved by the Minnesota Board of Nursing.

The Alcohol and Drug Counseling Certificate program is intended to prepare students to take the Minnesota Alcohol and Drug Counselor Exam which is required to become a licensed Alohol and Drug Counselor in the State of Minnesota. The Master of Arts in Counseling program is intended to prepare students to take the National Clinical Mental Health Counseling Exam (NCMHCE) which is required to become a licensed Professional Counselor in the State of Minnesota. After receiving a passing score on the exam, individuals can apply for licensure through the Minnesota Board of Behavioral Health and Therapy to become a Professional Counselor. Individuals can also work towards becoming licensed as a Professional Clinical Counselor. This license requires additional hours of post master's clinical practice.
